Tappen served in Congress from December 1855 until March 3rd, 1861. HE WAS A MEMBER OF THE SPECIAL COMMITTEE OF 33 TO DECIDE WHAT TO DO WITH REBELLIOUS STATES. On February 5th, 1861 the report was submitted recommending that the Constitution should be obeyed rather than amended. At this point, Tappen made a patriotic speech in support of the Government. LEAVING CONGRESS TAPPEN WAS ONE OF THE EARLIEST TO ENLIST IN THE VOLUNTEER ARMY, BECOMING COLONEL OF THE FIRST NEW HAMPSHIRE VOLUNTEERS.
